Every city eventually discovers that congestion is not aconstruction problem. Riyadh is discovering it now, at a scaleand speed that leaves very little room to be wrong.
Riyadh is projected to roughly double in population before the end of the decade. Road capacity cannot double with it. Widening a corridor buys a few years and then returns the same congestion at a higher absolute volume, because capacity added to a saturated network is absorbed almost immediately by demand that was previously suppressed.
Congestion is not an inconvenience. It is a recurring, compounding charge against national output: in fuel, in freight unpredictability, in accidents, and in hours that never return to the people who spent them stationary. On current estimates the Kingdom carries a figure equivalent to around three percent of GDP each year, and that charge grows with the city.
Every consumer navigation application solves the same problem: the fastest route for one driver, right now. When several hundred thousand drivers each optimise independently, the result is not an efficient network. It is a network that saturates every available path simultaneously, because each new "faster" alternative is discovered and consumed within minutes. Adding a road can make the whole system slower. This is a well-established result in network theory, and it is playing out on the ground every evening.
Each driver is routed to their own fastest path. Individually rational, collectively self-defeating. Network theory puts the efficiency lost to this behaviour, in dense grids, at roughly a third of total capacity.
The network is treated as one system with one objective. Some journeys are asked to take a slightly longer path so that the corridor behind them keeps moving. Total time across the whole city falls, even though not every individual journey improves.
The capacity is already there. It is being spent badly.
Figures describe the scale of the problem and the theoretical ceiling of the opportunity. They are not performance claims. Programme results are reported to the counterparty, not published.
The software that decides how a capital city moves is critical national infrastructure, whether or not it is treated as such. Today that decision is made almost entirely by systems built, hosted and governed outside the Kingdom, optimising for objectives nobody here selected. Meridian exists because a country that cannot direct its own traffic during a crisis does not fully control its own ground.
The problem is public because it belongs to everyone in this city. The solution is not, because it is the asset. Architecture, technology, counterparties and deployment sequence are held under programme confidentiality and are disclosed only under executed agreement.
